Skills & Experience Required: 

. BS Degree in Computer Science or Information Systems.
. Minimum of five (5) years of Java development experience.
. Minimum of five (5) years of C#.Net development experience.
. Minimum of two (2) years' experience in developing web applications.
. Minimum of one (1) year experience developing applications for mobile devices such as RIM Blackberry.
. Minimum of two (2) years' experience in using relational Oracle and SQL server databases.
. Experience in developing data services is preferred.
. Experience with Esri*s ArcGIS Server and Arc Objects desired.
. Knowledge of Oracle Portal and OSIsoft's*s PI and AF desired.
. Understanding of hydrology and hydrography principles, and environmental and operational systems preferred.
. Ability to communicate clearly and persuasively, both verbally and in writing, to a wide variety of staff.
. Ability to lead activities independently and as part of a team.

 

Job Responsibilities:

 

The objective of this work order is to obtain a Senior Application Developer to perform application development and integration services in support of the ODSS project.  Individual responsibilities include:

• Developing and integrating ODSS component applications.
• Performing component application testing, integration testing, and deployment support.
• Coordinating development efforts with other District development resources.
• Interfacing with project stakeholders.

The Individual will serve as a team member on the ODSS Project Team. 

 

Scope of Work:

 

• Understand existing component applications by reviewing documentation, application capabilities, user interfaces and code.
• Develop, enhance, and integrate component applications to support ODSS release scope.
• Perform ODSS component application integration testing, user acceptance testing (UAT), and deployment support.
• Coordinate development efforts with ODSS team as well as other District development teams.
• Interact directly with project team members and subject matter experts.

 

Project Description:

 

Our client is looking for a Senior Application Developer to be part of the team responsible for development and delivery of Operations Decision Support System (ODSS) project.  ODSS will be comprised of hardware, software, and services to be delivered as the result of a structured system development life cycle process.

 

ODSS will be a new component of the overall Water Management System (WMS) that is used to provide real-time and historical hydro-meteorological data and decision support tools to the client's Operational Control Center as well as centrally accessible data for the client's various departments, cooperating agencies, and the public.  ODSS will deliver capabilities currently implemented in the Auxiliary Operator Display (AOD), as well as enhanced and additional functionality.

 

A key aspect of delivering the ODSS application is the development, enhancement, and integration of existing and new ODSS component applications needed to support water management operations.  ODSS will be comprised of several distinct .Net and J2EE based component applications that provide specific capabilities.  ODSS component  applications include Telvent' s OASyS, OSIsoft's PI Server and Asset Framework (AF), IBM's ILOG Business Rule Management System (BRMS), Space Time Insight's (STI) Space Time Awareness Server (STAS), web Methods, and Esri products based on ArcGIS Server and Arc Objects.  Custom applications will also be developed on an as needed basis. The ODSS Application Developer will be a primary resource to develop, enhance, integrate, and test ODSS component applications.

 

The client's standard IT Project Management Office (ITPMO) project management planning and system development life cycle methodologies will be used to manage and execute the ODSS project.  ODSS is a multi-phase, multi-year client effort.
