Sorry to hear this isn't going as you expected. In my honest opinion I don't think Daily Kos is that well suited for a series like CDR to succeed on the rec list. It actually seems like something that would be perfect for the front page, like the Roosevelt Institute's Economic Digest. If I knew how to make that happen I would, but since that sort of decision is up to Markos, the only way I see that happen is to pitch it to him personally.
As it is, a two paragraph summary doesn't have enough originality and buzz to get recced by enough readers that aren't being asked to rec it. I think the way the rec list works is that most people rec something solely on the merit of that particular post, and not because of what the diarist does outside of that post. That holds true for people with big names, people will rec it if that particular post strikes their fancy but not because of what that person has accomplished at any other time or in any arena. It's why Michael Brune's diaries consistently sink even though he's the director of the Sierra Club. While they're always good diaries, they often don't tap that immediate emotional nerve that seems to be the bread and butter of a rec list diary. (But if you are going to pitch something as "highly prestigious," keeping the source anonymous, while perhaps necessary, doesn't work in your favor.)
Personally, I actually like it that way, since it's a really egalitarian system: you get judged on what you write not who you are or who is "sponsoring" you.
Promising potential contributors in your circle a "good turnout" is risky business and setting yourself and them up for disappointment. Most of them probably don't understand how the recent list works, so I think one thing you should make clear to them is that they really have to "earn" their support to get a lot of participation. Humor, outrage, quirkiness — anything creative or that sparks emotion are good ways to attract attention, at least from my experience.
Personally, I always rec almost anything that gets posted on this list, but I don't have time to comment on everything, and the more links to short diaries are posted the fewer of them I can participate in. It's just the nature of the beast.
So… I'm not sure if this list can give you what you're looking for. We can give you a solid basis of recs, but in order to catapult a diary to the rec list you need to get those additional recs from people who stumble upon a diary and are moved enough to rec it.
This is just my personal assessment of what DK can and can not do for you, I am not speaking for anyone else.
I obviously love your determination and wish I had an easier solution for giving your efforts the exposure they deserve.

Know that I intend to continue to push and promote activism this year at DK in whatever way I can because I truly believe this is THE YEAR when we truly have to show up in unbelievable numbers united in the message that Enough is Enough. When we have to work tirelessly and in unison.
If any of you have any suggestions on how we might make the Hub a success, given the wonderful response we have had in recruiting some big names with a lot of really valuable information and news to share, it would be greatly appreciated.D
