Needed: Silverlight experience with Flash background ASAP!!
The requirement of the application are:
Read a QR code presented on a mobile device
Contact an server via web services, passing the QR code data as a parameter
Retrieving data from the web service
Display a data in the kiosk
Allow user to touch and drag an element on the kiosk to select it
Kiosk send packet of information to mobile phone on the network
Mobile phone receives the packet of information and display it on the device.
The developer does NOT need to develop the mobile phone client or the web services. Only the kiosk component is necessary to be presented. The kiosk will be a large monitor in portrait mode with a touch screen connected to a Windows 8 PC with a web cam or MS Kinect device attached.

Microsoft Silverlight or Flash professional development experience
Touchscreen development experience with Microsoft or Silverlight
UI / Design expertise
Consuming and communicating with REST based web services and HTTP Servers
Creating socket level data connections (maybe).
