Results indicate the momentum on climate change is moving from industrialized countries to emerging markets, such as China and Mexico. Most leading economies have relevant climate laws or - as in the case of the US - regulatory provisions. However, laws on the books are only a necessary, not a sufficient condition, to successful climate policy.
