Responsibilities:
This contractor to work closely with the application development team in support of the new NC-JOIN Improvement and Efficiency Project (NC-JOIN II). This project will improve the overall
development framework of our existing North Carolina Juvenile Online Information Network (NC-JOIN) System by replacing its commercial off-the-shelf (COTS) framework with today''''s
standard, best-practice Java-based platform and provide efficiencies for future rapid application development cost savings. Currently, NC-JOIN collects a significant volume of information on
Juveniles served (i.e. demographic information, offense information, court history, program placement, supervision, facility stays, recidivism, etc). NC-JOIN has been our signature application
during the first 12 years of the Department and will continue to be for future years to come. NC-JOIN is a valuable asset to those who plan and evaluate programs and services.
The objective of this project is to:
Allow for robust and dynamic development with the inclusion of the Grails\Groovy JVM framework
Provide a new look and feel to utilize future trends in web-based technology
Eliminate the COTS functional code, COTS specified servers and unsupported dependencies
Enhance the existing functionality per user requests
Streamline the existing database into a more cohesive model
Improve on reporting and interfaces into our data warehouse
The selected candidate will work in the capacity of a software Developer and will be responsible for:
Assisting with the overall framework structure, navigation, components, workflow and security
Providing technical analysis, design, programming, testing, documentation and implementation support
Adhering to application development frameworks and standards to ensure reusability, maintainability, reliability, extensibility and ease-of-use
Identifying opportunities to improve application development frameworks and team productivity
Participating in all business requirement discussions, design team and prototype meetings
Reviewing all business functional, security, migration, and reporting documentation
Qualifications:
Required:
BS degree in computer science or related field
Minimum (3) three years of web-based Java development experience
Knowledge of object-oriented methodology
Knowledgeable in Java and the JVM framework
Knowledgeable in Grails, Groovy, Hibernate, Spring, Ajax and Web Services
Experience in web-based development using HTML , JQuery, CSS
Experience with relational databases
Excellent verbal communication
Prefered:
Reporting components (e.g. BIRT Reports, Crystal Reports, Data Warehousing, etc.)
Experience with Agile/Iterative development methodology
