[DK GreenRoots] Putting a price on carbon in Washington State

-- Just posted on Daily Kos is an excellent article on the current state of affairs in Washington State's efforts to put a price on carbon through the ballot box.. If we're successful Washington would be the first state in the nation to succeed by voter initiative.
